Slipping past the Shadow Ninja guards, Max sneaks into the city council chambers. The mayor and council members are gathered, about to accept Master Shadow's rule over Eagle City. Receiving this report, Kappei tells Genryusai, 'We should just take Master Shadow down,' but Burton argues that 'we ought to talk it through properly.' But Genryusai too reacts skeptically to Burton's view...
