Synopsis

We're Not Weeds!: Treated as weeds by models in the park, some plants turn into Weed Monsters and demand to be called by their names. The Z get it and ask the models to call them by name, but the models think they were attacked because they're beautiful. They ask the monsters to attack them; women on the street follow suit. Recovered and restored at the lab, Momoko and friends replant the plants in the park, calling each by name. Monster Decree of Mercy: While on vacation, Him watches a period drama and, inspired by Tsunayoshi's "Edict on Compassion for Living Things," summons the shogun's spirit to possess Mayor and have him issue a "Decree of Mercy for Monsters." New Townsville becomes a monster paradise as countless monsters run wild. Anyone who resists is arrested; even the Powerpuff Z almost. Professor Utonium deduces the possession and, with the Science Exorcism Shock plus the Z, expels the spirit. Restored, Mayor revokes the decree and the monsters flee.
